So the government wanted to scrap/reduce road tax and introduce a pay by the mile scheme. A scheme that was deeply unpopular for many reasons ranging from cost, privacy, potential tax hikes etc.
So after a long campaign the gov appear to have listened and scrapped their plans, only to re-present them in the form of paying to use the hard shoulder on motorways.
So instead of pay per mile, we now have pay per mile
Anyway, at least the charge is not compulsory, for now.

" use technology to quickly close off the hard shoulder "
Apparently when you get to a junction, you have to go back into lane one, so cars can exit the motorway. Yeah, and like that's not going to cause holdups.
These people really are fecking morons. Do you think any of them actually drive in rush hour?

Plus pay for the outside lane - awesome, turn all 6 lane motorways into 4 lane roads with 2 empty lanes, increase congestion no end, and cause a massive increase in emissions.
Typically massive dumbarse Labour idea about how to make more money from motorists while hiding it as a "Green" solution, when in actual fact it will only create MORE pollution by preventing anyone getting anywhere.

I heard today from a civil engineer that most hard shoulders weren't built to the same standards as the main lanes. So to start putting lorry's on them full time will cause no end of problems.
Maybe they should just reinstate the road building plans they shelved in 97.

So extra lanes help ease congestion.... wow some real brains at work here! All it proves is we need more lanes. Everything else progresses so why cant road building? Yes 3 lane motorways were ideal 30 years back. Now 5 lane motorways would probably be a big improvement.
PS I'm aware there are issues with that but those are the basic facts.

We already have a perfect pay-per-mile system which even targets the more polluting and uneconomical vehicles, it's called fuel tax. 80% of every penny that goes in every tank, and the more penny's you use, the more you pay. Of course, the infrastructure to collect this tax is already in place so £millions of tax money can't be subversively directed to the chosen people in backhanders, and bogus departments and companies set up to collect, monitor, run and abuse the system.

"The DfT has yet to decide how much motorists will pay to use the lanes, but in America the price varies according to the level of demand, with drivers paying the equivalent of about £5 at the busiest times.
The speed limit for each lane will be displayed on overhead gantries positioned at regular intervals. Drivers in the toll lane could travel at 60 or 70mph, while those in the three free lanes would be restricted to 40 or 50mph.
The toll lanes will be enforced by CCTV cameras on the gantries, which will also carry beacons to detect pre-paid tags in the windscreens of passing cars. Drivers who purchase tags and set up a direct debit account are likely to receive a discount.
The toll lanes are likely to be introduced on the most congested sections of the M1, M4, M3, M5 near Bristol, M6, M20, M23, M27 and M62. "

ah yes, blanket 50 mph for everyone unless you pay for the hard shoulder.
I forsee many "breakdowns" to protest if that is their proposed strategy. Why should we pay for more lanes, that is the whole damn point of road tax. Get out there and actually spend it on something people want/need.

Wtf, they can't even turn the signs off that say FOG when it's bright and clear so how are they going to close a lane quickly?
