Would help if I read the question correctly!! No they dont need signs, so long as the local parking authority (council) have applied for and been granted permission to run Permitted Parking Area and Special Parking Areas (Controlled Zone) under Scehdule 3 Road Traffic Act 1991.
Is it one of these areas?

There should be a sign as you enter the controlled zone. Also, you could check your local council website and it might mention it there. If all fails ring the planning department as I think they will have it on record.
