Get a form for a replacement driving license from the Post Office or I think you can now apply online via the DVLA website. Either way, it should cost you £22. Any points that have expired will be removed when the license is reissued.

Change your address to that of a relative. Your licence comes back clean and you dont have to pay for the privelege (split from missus etc.) Once clean licence is returned, change back to home address. (reconciled differences)

You will need a D1 form which you can either pickup at a post office or the DVLA will send you one if you apply on line here here
Since you have to send off supporting documentation each time Im not sure I could be bothered with the change of address twice, its only £22!

Photocard driving licence holders
If you need to notify DVLA of a change of address only, you must complete the appropriate section on your D740 paper counterpart stating the new postal address, sign and date it and send both your photocard and D740 paper counterpart to DVLA, Swansea, SA99 1BN. I'd rather wait a few weeks and save the £22

Your points are run out so count for nothing. You know exactly what's going to happen 2 days after you receive your new clean licence don't you? Don't tempt fate!
Mine has four endorsements / loads of points, the most recent is 5 years old in a few weeks and they're staying on there.
