SWEEPING POWERS TO BAN NOTTS BOY RACERS
TAKEN FROM WEB SITE
11:00 - 15 June 2007
A Court has banned meetings of boy racers or cruisers anywhere in Notts.
It is the first such county-wide injunction in Britain.
Notts Police and the county council acted after concern at mass gatherings of the cruisers to show off their cars.
They say residents have suffered enough from the noise and anti-social behaviour at some of the meetings.
Some car enthusiasts also broadly welcomed the move, saying that racing in built-up areas was dangerous.
But Garreth Sleigh, 24, of West Bridgford, who runs a vehicle modifications business, said he hoped the police would not abuse these powers.
"If people want to meet up at car parks in the cold and chat about their cars, I don't see any harm in that, but obviously street-racing is dangerous and illegal," he said.
An order was granted at Nottingham County Court yesterday which granted an injunction for the whole county - the first of its kind in the UK.
It prevents "five or more motor vehicles from congregating together, driving in convoy or racing each other on the highway who by their conduct make excessive noise, cause danger to road users or risk injury or risk damage to property". The order is in place for two years, and may then be reviewed.
Police say that the A611 between junction 27 of the M1 and Hucknall has been a particular target for young people racing cars on Sunday evenings.
Up to 500 other cars have also been filmed by police congregating on grass verges and central reservations to watch the racing.
Residents in Mansfield have also put up with the problem from Thursday to Sunday evenings for many years with cars racing around the 'circuit' along Quaker Way, St John's Street, Clumber Street, Toothill Lane, Midworth Street and Albert Street.
Changing the road layout and issuing dispersal notices have failed.
One 61-year-old resident told the Evening Post: "They do not have any regard for other traffic, either pedestrians or cars. They just race around two abreast.
"They are a total nuisance because some of the cars are very powerful and very noisy. They are a menace to the general public."
A similar injunction was introduced in Nottingham city centre in October last year, which has dramatically reduced the problem.
Coun Glynn Gilfoyle, Notts cabinet member for community safety, said: "Many people involved in the cruising scene are decent people, but their activities can create noise, nuisance and fear for our local residents.
"As well as the anti-social behaviour, racing around Nottinghamshire streets can also put the lives of the drivers and other road users in danger."
Inspector Sean Konsek, of Notts Police, said: "To date, Notts Police have had to divert valuable resources into policing the gathering of 'boy racers' and cruisers."
And Sergeant James Oliver said: "I have been the Mansfield Town Centre sergeant now for two years and the main complaint I receive relates to 'boy racers'.
"There is a small element of 'cruisers' who do actually just want to show off their cars to others, but this unfortunately has been ruined by the majority who have plagued our town with their poor driving standards and excessive noise. I hope this injunction will help us deliver our promise to those affected that we would tackle this problem."

It prevents "five or more motor vehicles from congregating together, driving in convoy"
Does this mean that all funerals will be banned where 5 or mare cars turn up?
Because that what the wording would seem to imply!

Only if "...by their conduct make excessive noise, cause danger to road users or risk injury or risk damage to property"
Not likely is it. Unfortunately these issues are based on judgement and extremely difficult to argue against if enforced.

It doesn't stop anything, just means if you act like a **** you will be pulled by the rozzers.... and that's a bad thing how exactly
Our local supermarkets are FULL of neds on a night time, they're a pain in the ****... so if this gets rid then I'm all for it
As I said it would stop genuine meets or convoys, just the idiots that take it too far

That'll teach em to want independence from Whitehall.
I think the police have actually had the powers to move on groups of more than 5 people for a long time anyway, under the 'Illegal Meeting' (No official organisers/agenda/stewards etc), or if it is a car park, then the 'Trespass' rule can apply if the owner (B&Q etc), says he does not want you there.

After my wife and I were nearly killed by a M3 and a Focus ST on the Hucknall bypass a few weeks ago I can't say I blame the authorities.
I came down the same road a week later and there must have been over twenty high performance cars including a couple of scoobs gathered at the bottom of the two lane bypass.
There were also a couple of Police T5's and a Mobile Police Station van with cameras on an extending pole.
Mansfield town centre used to have a couple of enthusiasts meets at local pubs without any trouble but now the chavs have moved in doing burnouts in carparks and outside McDonalds in Sutton.
My local used to host an american car club meet every other month and it attracted Mustang's, Cobra's, and the other usuall suspects. Unfortunately the Corsa crowd started turning up with the pumping music etc and the pub as asked the organisers not to attend any more.
The to55ers spoil it for everyone.
Cheers

until a few years ago i used to ride out to Sherburn-in-elmet on a weds night and to matlock on a sunday when i was into bikes.
These places attracted 100s and in the summer over 1000 and there was never any trouble (that i saw)
these days 5 or 6 saxos/ corsas/ etc in a carpark will make a mess of the tarmac with doughnuts, run over flowerbeds, etc, the chavs will litter the place with maccyd wrappers, graffit the signs
not surprising the police are fed up
am i showing my age

So who, exactly, defines "congregating" or "excessive noise" or "risk damage"???
Sounds like another excuse to allow the police to detain, harass or randomly pick on anyone that they don't like the look of
There are plenty of laws that have been in place for years to cope with anti-social prats in cars. Sadly the police state that is currently being formed want to enforce the law remotely from behind their desks
...and to apply this "law" to an entire county - words fail me!!
