I think it's an Eire plate...but I'm not certain.

Not officially EU compliant, though. Which is a Good Thing in my eyes

I would have guessed Irish as well. Colour of the rear plates doesn't mean much anymore - the amount of black and silver ones I see on 'new' cars is ridiculous.

I'm not sure if this isn't an old UK plate ?

HNA 749 is for sale with Personalised number plates, dvla number plates info. Private number plates at £2445

Plate might be worth something

Could be east european, many ex russian states have plates that are 3 letters and 3 numbers.

The english in the ebay advert is also very poor, suggesting a more distant neighbour than ireland/eire.

Ok, the car is right hand drive.
Its not an Eire plate or NI (NI are like DDZ 9923) its not belgian (wrong side for the steering wheel and those plates are red on white) so my opinion is either malta or cyprus.
Cyprus import both WRX and normal EU spec cars in, when I was out there in 92-94 my reg was BBA 772, though they do have a white/yellow system like the uk for plates.

Why is a similar reg number for sale on a UK website if it's not "legal" in the UK ?

It's a pre-63 UK plate. Someone's bought a relatively cheap one and stuck it on their Scoob. Font's illegal though

Interesting... if you put that plate and "SUBARU" as the manufacturer into the "Vehicle Enquiry" page at DVLA Online Vehicle Licensing | Home it throws a wobbly
