Andy,
and if the police said to me stand up then I am sure I would stand up to! But he didn't.
My personal view is that not standing up but committing to leave as requested does not justify continued abuse. There was also significant risk that a larger event could have kicked off here and there was little evidence of control by the officers.
Certainly on this viewing it did not seem like a proportional response. He was not armed, there was no threat of violence and he did say he would leave as requested. For whatever reason he wanted to stand up in his own time.

Also quite funny that there just happened to be a video camera available at the right time.

lol.
Why did he feel the need to "stand up in his own time" like they didn't wait long enough or give him enough chances and warned him that if he didn't he would get tazered..
Hmm dont get up and get tazered or stand up and leave as requested...
Not a hard choice really..
Suppose he thinks he's big and clever "standing up in his own time"
That's just a stall to say I'll do it when I want cos I'm the boss, well sonny it doesn't work like that.

Just watched it again... he had 30 seconds to stand up and get the **** out...
and that was only from when the video started !!
How long does it take even with the polices help (they were trying to help I guess by the "dont touch me" screams) to stand up oooooohh let me see.. lol I just tried it, nice and gentle, don't want to make any sudden moves and get tazered
4 seconds !!!!

Very little/no crowd control or scene management witnessed from the police! they should of requested politely for the man to leave the building, asked a second time assertively then grabbed him, cuffed him and dragged him outside while telling all the other students to calm down carry on with their business... simple
Thing was they entered into a discussion with him and then randomly started 'zapping' him without dragging his **** outside!
Trouble in the US is every nutter may just be a nutter with a gun, so in a college or school situation you can't really blame them for over-reacting!

I don't think in the circumstance the officers did over-react, as DCI says there's more than a good chance a nutter in the US is an armed nutter. If this guy had been armed, he would have found it pretty difficult to start blowing his fellow students away with 20k+ volts coursing through him
For the record, I'm one of the two
