Bournemouth parking fines
It looks like Bournemouth have also fallen foul of the incorrectly worded penalty charge notices and so it is looking likely that they will have to refund any parking fines they have received. Keeping the fines would amount to "illegal income" so it is worth keeping your eyes open if you live in Bournemouth, even current PCNs may be incorrect so even newly issued fines may also be illegal, I haven't seen a current one.

I got one 4 weeks ago that I contested, but it's been rejected and I have to pay even though I had a ticket and it came unstuck from the windscreen and fell into the footwell.

I believe that the problem with the PCNs is that they fail to clearly state a date of issue. Neil Herron is chasing this angle with some considerable success, London is basically a free parking zone now due to his efforts :-) Take a look at his blog here where he also lays out, very clearly, the legal situation:

And i note that the UKIP, of all people, seem to have picked up on the situation in Bournemouth:

I would guess there will be local press coverage but it is also likely that any local UKIP people might also know the score as they seem to be running with it in Bournemouth.
