Whats the word I'm looking for???
Without going into too much detail I need to use a word that describes someone in a more senior position who delegates a task and then washes their hands of any subsequent issues to do with the task.

Sounds like the words you're looking for are "A Good Boss".

Hey, my staff lovingly refer to me as PHB.
Abdicator as above, or perhaps someone that uses the wrong style of management given your knowledge of the task at hand.

On a serious note, any manager that delegates should still have full
accountability, if not he/she is a bad manager.

To be pedantic, there are different levels of delegation.
For example:
- I trust you to go do it, don't bother reporting back to me.
- I trust you to do it, but come back after you've done it and tell me what you did
- I trust you to do it, but ask me if you have any questions
- Go research it, but before doing it come back to me and recommend the best option
- Give me X options for doing this task and ask me which I want
- I want you to do tasks A, B & C, do exactly what I say
- I want you to do task A. After I've checked it, I'll tell you what I want you to do next.
With the different levels of delegation come different levels of responsibility. Obviously you need to agree with your boss what "delegation level" is assumed for the task before you start. If he/she going to back you in what you're doing, insist they take some of the ownership of the task at the outset. You can then remind them of that ownership if issues do arise.
In Japan they manage by consensus, everyone has to agree to the plan before the task starts. It takes longer to get decisions in the first instance, but once committed, no-one can wash their hands of it should things go pear-shaped. I don't thinks there's a Japanese equivalent of buck-passing.
