Rabid

No gardening section on scoobynet so I thought I'd ask here. Some of my indoor plants are infested with black winged insects that fly up from them whenever they are disturbed. When I look on the underside of the leaves there are small maggot like creatures all over them.
Anyone have any idea what these are? They don't seem at all interested in my cactii, just the decorative flowering plants.
