Explain to the scammer that you will not post overseas as it clearly states in the description. File a dispute and then say it is settled through mutual agreement. You'll get your fees back this way.

Then do a second chance offer to the second highest bidder and give them time to respond. If they don't want it then just relist it. You shouldn't have to pay 2 lots of fees.

Does that help?

What a pain.

I've filed the dispute, and sent a 2nd chance offer out.

first time this has happened to me, but it must happen ALL the time .

I had this situation when a guy in France won a phone I was selling. He said he didn't want it cos it said in the description it was well used. I had to file a dispute so I could get my fees back.

He started having a go at me because he couldn't read english well enough! I did get a bit stroppy, but in the end I gave him positive feedback to shut him up. He gave me positive in the end, and I relisted as I'd got my fees back.

Just put that you don't ship overseas. I think there is a way you can pre-approve bids but I guess it depends on your feedback rating.... I would look into this to avoid this again. Phones are their target...

For each of your listings individually, you can create a list of pre-approved bidders who may bid on that item.

Here's how it works:
Each pre-approved bidders list specifies the eBay members who can bid on your item.
Members not on the list must email you for approval before they can bid on your item.
Each pre-approved bidders list only applies to one item, so you can restrict bidding on one of your listings without changing the others.
You can add and delete pre-approved bidders until your listing ends.
Note:

You can't restrict an item to pre-approved buyers 12 hours or less before the scheduled listing end date.

Start or edit a pre-approved bidders list.

You can also block specific bidders from all your auctions.
Do a search on pre-aproved bidders.

On e-bay, if you are not prepared to ship outside the UK, make sure you choose to block user from outside the UK from bidding.

Clearly this is dodgy, but what if this guy sends a paypal payment, or would he try and do it another way ? I mean, if funds turn up in paypal and you transfer them to your bank acc, then ??

Just trying to think what their next stage is in this approach

DISPUTES ARE RUBBISH THOUGH!

Whoops capslock! They are rubbish as if the other party does not respond you get no refund of fees!!

Paul-s, the fact he asks for the paypal account is enough as you don't need to ask as you just click the 'pay now' on the auction you have won. They can pay using a dodgy credit card and paypal will remove the funds, so you end up with ebay fee's, no phone and egg on your face, not worth the hassle. Send him gay ****.

My brother just sold his D500 on eBay and got a similar request to ship it to Africa. But he could still bid on the item as the winner had registered in the UK. Address was false though (as you would expect)

Agreed, it isn't perfect, but it does reduce some of the chaff.

These people are total b@stards. I've had three attempts at selling a mobile on ebay thwarted by such beings. Given up now.
they even have training centres in Nigeria for just this!
Why can't ebay put a filter in place to catch the swines.?? Too difficult I guess.

I had an issue a little like this recently when selling my mobile.
About 10 minutes before end of bidding, I received an email asking if I would post to Germany - I said I would but that my stated £5 P&P would be higher.

Anyway, he ended up bidding and winning and I then discovered he only had 2 feedbacks from 2 years ago.

Anyway, he did pay via PayPal and I did send and leave him positive feedback. After not hearing from him for two weeks, I dropped him an email asking if he received it and he said he had and he was really pleased with it and left me positive feedback also.

In the end, it turned out very well but the word SCAM is written all over yours I'm afraid. Probably better to lose a couple of quid and do a 2nd Chance offer to the next highest.

gald yours worked out.

Are people scared of 2nd chance offers ? do they think something dodgy is going on ?

I've contacted the previous highest bidder, you would think they would be happy to buy the item at their highest bid ? ?

I've had no response

Maybe yes. There are a lot of scams involved with second chance bidders but dont let that put you off trying.Somtimes when people lose they just move onto another auction.

Be VERY careful with 2nd chance bidders. My Dad recently bid on a car on eBay and was the second highest bidder when the auction ended. About an hour after the auction ended, he received a mail to his mail account and his eBay Messages account making him a second chance offer to buy the car.

My dad isn't very web savvy so - having never seen a 2nd chance offer before - asked me to have a look at it.

Good job he did: It turned out that it wasn't an actual 2nd chance offer at all: A scammer had simply registered an eBay account with an 'almost' identical username to the seller's name and had used the "Contact eBay Member" function when the auction had ended and he say that my dad was 2nd highest. He had even used the exact wording etc that a proper 2nd chance offer users but the obvious giveaway was that the email was not correctly formatted and it didn't offer the usual "Buy It Now" button that a 2nd chance offer does.

The mail asked for my dad to make contact via email (another giveaway) and so I contacted him. We chatted via mail for about 2 weeks while I asked question after question about the car (Audi 80 Coupe). "Did it have the Original Audi tyres that were made out of tarmac-repellant metal?", "Does it come with the Audi 80 Coupe limited edition 8 speed gearbox?", "Does it have the real tigerskin steering wheel cover?"... Needless to say - it did!

I strung him along for a couple of weeks and finally decided to go for the jugular - I agreed to the price and thought I'd discover just how he was planning to con me: I'd never part with Cash if the car wasn't there (which it obviously wasn't!) and so I knew he would never want to accept Cash on Collection, so how would he WANT me to pay him I wonder? I sent him a mail saying "I'd be happy to pay your asking price and I've even got cash - so no need to mess around with any of that Western Union payments that those scammers use"... Lo and behold, he didn't seem to want cash and said that Western Union was a better way to pay... Well I never saw that coming. I explained that I had cold, hard cash and would be willing to meet in a layby to do the deal (surely too good to resist) but no dice, so I even offered to double the asking price and I could almost feel the waves of frustration coming off this guy who was so close to the money but knew he was never going to get it!

You will probably find that the second highest bidder has already bid on another phone due to loosing out on yours! Give them the time to do it if not relist the item and claim back your selling fees and Final value fee.
Hope all is well with you and Shazza
