DVLA Rant... again

DVLA Rant... again
For various reasons I am getting my driving 'affairs' in order.... one task of which is to get my address updated on my old paper licence.
It was with the usual trepidation I approached my other nemesis, the Post Office, to get hold of a bureaucratic waste of paper aka a 'D1 form'.
On reading the form and associated waste of paper, aka an 'INF1D' booklet, it became immediately obvious that ambiguity is rife!
I simply want to:
1) Amend the address on my licence
2) Remove one set of expired points
My licence is a paper licence, ergo it follows that:
3) I MUST also exchange it for a waste of paper/polymer, aka a Photocard Driving Licence since they no longer issue old paper licences. Of that I have no choice.
So, I duly filled in all the information that is already available on my existing licence and is therefore a pointless verbatim copying excercise and waste of my time. I ticked the three applicable boxes pertaining to the 3 items above.
At this point it started to cross my mind that there had been no mention of money which is most unlike the DVLA so on further digging I found there are charges associated with this which can be found on a further waste of paper, aka an 'INS115 leaflet'. This had not been enclosed.
Further searching on the DVLA website yielded the following:
1) Amending address - FREE
2) Removing points - £19
3) Exchanging paper for photo - £19
So which is it? I am forced to do 1) and 3) but one would assume they would do 2) 'whilst they were at it'.... or would they?
Obviously I have attempted to ask the DVLA, but after 10 minutes trapped in their automated telephone system I decided enough was enough.

I lost my licence to the washing machine, so I called DVLA paid £19 & the next working day my new licence was there with the picture I took over 5 years ago.
Great service, although it took me time to press all the for sales press 1....for boredom press 1987, & so on.

Not informing the DVLA of your new address immediately is some sort of offence isn't it ?
Chances are you'll have to pay 2x£19 plus any fines the courts give you for taking so long to "sort out your affairs"
No doubt they'll also simply convict you when you aint there and replace your old points with your new ones

IIRC, when you change your address they DO remove points that have expired, the £19 charge is for people who want the points removing and nothing else. You'll probably have to pay £19 for the photocard useless licence, though.

My licence (paper) details is still at my parents address. Has been for years. While I'm renting, it makes no sense to change everything every 6/12/18 months. When I buy a place to live permanently then I'll change it.
Besides, the DVLA have the details of all my cars at my current address and can't figure out that my licence is addressed at my parents so what chance have they got of 'persuading' me to change my licence address?!!!

LOL at all the jealous 'admirers'. Just because I can get a thread to stay on the front page for a while without someone having to go missing!
Anyway, regarding the licence... I realised I was working myself into a rage.... so I drove to the DVLA office to take it out on them!
They had no issues with the way I had filled in the form, took my old licence and that was that, no fee! and no outlet for my rage!!!
I even tried to bait her on the recent ****ups with categories and she laughed and said the first they had heard about any of that was on Watchdog!
Lets hope it comes back outside the 15 days or I will have nothing further to complain about!
