There were some documents on the DVLA website about their proposals during the consideration phase. Requirements were like:
a) system must last at least 20 years with two date changes a year
b) must use the same number of letters/numbers as at present (7)
c) must be possible to make decent cherished plates (DVLA has to protect their revenue stream )

What annoys me about the system is that all the cars in a particular area usually end up having really similar reg plates. For example in Edinburgh most cars have SK-SN at the beginning. If someone got knocked over witnesses could say "It was a Golf with SK at the beginning of the plate". That would hardly narrow it down!
In my opinion the random bit should be at the front, as thats the bit people will memorise first
NFG 51SK instead of SK51 NFG

I find its the last 3 I memorise, could tell you the last 3 digits of most of my friends cars. these are what I look for when driving around and see say a bright yellow punto I'll check the last 3 digits and know if its them or not simple

If you read the documents, the DVLA seem to be under the impression that the EU wants a "local identifier" i.e. Edinburgh cars get SK-SN, yet when Spain changed their plate system at the same time they dropped their local identifier.
