A guy I know does one at http://www.justinruffles.com/ . I think it's a good way for would-be writers or journos to get their thoughts / rants etc off their chest. Some of his stuff is quite funny.

Basically it's an internet diary. Some people wish to share their personal thoughts on the internet and asuume, rightly or wrongly that others might be interested.
Yes, I did used to have a blog, but I hadn't updated it for quite some time, so took it offline. Just used to post comments on life in general. Also used to comment on music/films/books.
Didn't do it for fame or glory, just somewhere to post things.
There are some interesting blogs out there. Queen Of the Sky was a recent point of interest as she was fired for photos on her blog showing her in her Flight Attendant uniform.
I guess some people think we want to know what pizza they had for lunch and that they arre totally kicking some dudes *** in WOW!
