And what happens when they don't pay?
If the parents are actively commiting crime then jail them rather than leaving them to it and taking the kids off them. I do admit that jailing them may also require the kids going in to care, but that's nothing new.
Better of having a combined conviction and sterilising program and stop the buggars breeding in the first place.

Now theres a right-wing view thatll go down well on ScoobyNet; compulsary internment / sterilisation of all scrubbers... WIPE OUT THE CRIMINAL UNDER-CLASS!
