What about your P60 for the tax code. Technically an annual payslip but they might accept. Other than that, give tour tax office a ring. Details on your P60.
You can get a CC easily enough, but it will be a month or more 'til you get a statement. As for a utility bill, get your parents to phone in a final reading and change of details, making you the customer on one of their bills. You don't have to pay it (unless your parents are cruel), but it will give you a regular utility bill to use in such circumstances. Again though, you'll have to wait for the bill. 3 months for gas/elec
If you put these basics in place it will give you reasonable credit history making future applications for mortgages/loans much easier. Young people can have a tough time getting onto the financial ladder.
Off topic, but another good trick used by a mate of mine was to pass his driving test at 17 and buy the cheapest wreck of a car he could (£5) and get it scrapped. He then insured it 3rd party only on limited mileage, kept in a gararge in a good postcode. In truth, the car was crushed and left in some bushes at the bottom of the garden, but after 3 years when he could actually afford to run a car, he had 3 years no claims and so his insurance was much cheaper. He was never going to claim, so he was never going to be investigated for fraud

cos your P60 comes from your employer - call the IR and ask them how much tax you paid last year, cos you think you underpaid by 20k. The will send you a letter immediately. This is acceptable as proof of address
