Powder in new feather pillows ?!!?...

Powder in new feather pillows ?!!?...
when i fluffed them up it looks like a plume of talc or such comes off them ,i wondered if anyone knows if this is normal (is it some sort or treatment powder to preserve the quality of the feathers...?)
