I think it is a shortened version of Charver, meaning lowlife.
you really need to keep up with these modern phrases otherwise you get left behind.
For instance my mate said to me the other day "Dont go by motorway to get here I can see it from here and its totally "blinged" up"
"Bling" being a term for something that is generally wrong and fuked up
I kind of like that

Bling lost its appeal as a word for me about 2 years ago when I was working for an agency in London and the public school type MD was describing how he wanted this website to look "bling bling" I laughed so hard I quit

And Astraboy.......... I'm trying very hard NOT to get left behind, but as its been pointed out, soon as one term comes into use meaning one thing, someone decides to change the meaning entirely and totally confuses the whole issue.
But you have all given me a huge laugh with your replies and explanations... as usual, you never let me down ! I can rest in peace now.

Thank **** chav has never caught on up here, it's becoming so overused, especially on SN. Still prefer the term ned, non educated delinquent, a much more appropriate description for our Scottish problem.

It was the pregnant 16 year old pushing a pram whilst smoking a rollup (and desplaying her lovebites for the world to see) which tipped the balance between Basildon and Tilbury, though Atherton (don't look it up, it's awful) runs it a close third.
