Default scottish planning rules

Can anyone tell me if a planning application which has been in once then they asked for a few changes has to wait for any objections again etc or will it be quicker?

Not entirely sure I understand the question but:

When an application is lodged neighours are notified and relevant adverts made. Generally you have 14/21 days to make representations but most authorities will accept representations after these dates as long as the application is still 'live' Should changes be made to that application that are not-material then very often the authority will not require neighbours to be notified. If the chances are material then usually the applicant will be required to re-notify (thus 14 days more to object to the changes) or in some cases to withdraw and make a fresh new application (with notification and adverts as per usual).

Does that help?

Well if that wall is over 1m in height with 20m of any road or public footpath then it will require planning permission
