Do you mean a CCTV survey?
If so then you'll have to guarantee that the co. doing the survey will get the work to do repairs.
CCTV surveys will cost IRO £800 per day inc. any jetting to clear obstructions then you can see why I and others would be reluctant to do it as a freebie.

Hi,
If its a flat then I assume its ground floor else otherwise there isn't a lot to check. I think that the surveyor may be covering his backside against liability than noticing anything obviously wrong.
Pre 1930's properties have particular issues regarding responsibility for maintenance/blockages if they are have common pipework.
A CCTV survey is recommended otherwise all you can check is what you can see in the manholes.
You could do the manhole survey yourself rather than pay for it. If you see standing water, spidery roots, silt and debris then it is worth getting the drains jetted and cleaned. Also look for the condition of brickwork. If it is crumbling then chances are that the rest of the system is suffering.
Damage/ blockages tends to occur under roads and where there are trees (esp conifers & willows).
If you do get someone out to "survey" the drains, ask for proof of blockages that only CCTV work can show - otherwise you may get work done that isn't needed.
