I think it should be better if you told us what's the problem between you and the police officers, and we will help you solve it. They do this for a living, they are humans like you and me. They see loads more things than you do every day, so its normal for them to be stressed and sometimes over the top.

steal, murder, drugs etc .the penalty are getting weaker,
but driving law have gone stronger.

The police don't make the laws or set the penalties. If you have issues with those, you need to be attacking the government, not a group of, (in general), hardworking and conscientious people who risk themselves to try and protect the public.
