Too true, i cant beleive no one else has picked up on this, surely the only discounts should be for small cars or cars with lots of people in them ? Proves it is not a congestion charge at all but a cash cow. Also if people drive up to London but dont go into the congestion zone surely this means that it is slightly quiter in the centre and even more jammed just outside it ?

That's because the Congestion Charge isn't about reducing congestion as such - it'a about reducing the environmental impact of congestion. Hence, the environmentally friendly cars are exempt.

That too gets a 100% discount on the congestion charge, but you can drive around all superior and scare the life out of the lycra-butted, face-masked, vent-lidded, pedal-powered tree huggers who probably think that they now own the place

"this could happen" say the rental organisation
"that might happen" say the motoring organisation
They even have the fact that the system pays for itself then turns a profit down as a bad thing - whats the alternative ? the taxpayer has to subsidise the system too ?
Of course the offices are outside the zone - the zone only covers 8 square miles of the city & west end.
And finally blame livingstone for the fact that there was poor voter turnout at the election. So he gets voted in democratically, but he shouldnt enact any of his policy because not enough people could be arsed voting ?
