When I was sick of the Waterloo and City line, really busy or wasn't running, I did this:
Go to Waterloo East (up the escalators next to Burger King)
Go down the walkway of the far left.
Catch the train for London Bridge!
Walk from London Bridge, and you always get a seat on the train!

Doh - so I assume that getting to the London television centre on the 11th is gonna be a beeatch then if Waterloo line is shut.

Fosters and Tango, I have probably walked past you in the Mornings. Thats the route I have to use.
Or Jubilee line to LB, then Northern to Bank and walk from there. To lazy to walk from LB.
