Who do they think they are ????

The German Chancellor Gerhard Schröder’s party proposal to reform the European Union was officially made public on Monday after first emerging in leaks in the German daily, Der Spiegel over the weekend.
The document is 14 pages long... British Prime Minister, Tony Blair and French Prime Minister, Lionel Jospin will take part in the meeting, hosted by the German Social Democrats.

First and foremost, the SPD draft proposes that the EU Commission is turned into a European Government (Executive). The European Parliament should in future control the 15-nation group's budget, nearly half of which goes for farm subsidies. Finally, the Council, where EU ministers meet, should be turned into a chamber of states reflecting Germany's own constitutional model.
