How to find owner of a car?

In the ajoining car park where I live has been parked a P Reg Fiat Coupe 20V Turbo with 10,000 miles. It has been there for over two years and has now gone from blue to green.

The management co are now trying to remove and will probably claim rights to it.

Any way in which any other residents can claim or contact the owner and put in a bid to remove(buy) it legally?

It has a Clover Leaf Cars sticker on it but no number. That garage does not exist any more.

It has not been dumped as it has a steering lock on it.

Any help would be useful. Cheers, Alan

Thanks guys, BUT:

HPI check won't give me a previous owner and the police one won't work as you rarely use a steering lock on a stolen car.

Any one else?

I'd still contact the police, the owner might have died/been killed.

I know they quite often do for that & failure to stops.

David, true, but lets hope it's no gangland killing or drugs involved! It is Wimbledon, so I should be safe making enquiries.

At least 13K worth of vehicle going to waste!

I once marched into a police station with a story about needing an address from a car reg, after some pleeding I got it, all that to get a girls phone number.

AFAIK anyone can send the form to DVLC for reg details - used by companies to chase people who park on private land.

Seems like this applies here ?

Does that anyone mean companies only or personal queries?

Because scumbags could see a nice car, send off for the owner details and then go and steal it.

scarey but true (as far as I know) that anyone can do it - so who needs privacy laws eh?

that's why they always blank celebs' number plates out on TV . . . too many nutters about

The only ways I know of getting an owners' details are either via the police (who won't generally give it) or through the DVLA - you can send off a form V888 to them and, provided you have a legitimate reason for needing it, they'll send you the details. Legitimate reasons tend to involve people not stopping after an accident, etc.

I don't think that the police are allowed to make unauthorised checks on vehicles - for their own use etc.

Anyone can approach the DVLC to ask for details on a car - but the DVLC will need a good reason for giving it out. They've tightened this up quite a bit recently.

Although the DVLC don't tell you when they give out car details, they are obligated to inform you if you ask whether anyone has applied for your car details.
