I've just changed the motor on my central heating diverter valve but do not get any current flow in one of connections to the motor. The other connection is fine. Should there be current in both connections to the motor?

I take it that it now works?
With any motor on vavle it should be power in (240v) moves/does something uses power up none out(ie is neutral side of motor) Layman terms obviously.
So in answer to question it should be ok.

I'm still getting hot radiators when only the hot water is on. I think that it may be the cogs on the motor not meshing with those on the valve, or the valve is stuck. Is there any way operate the valve manually i.e one position for heating and one for hot water?

Slide the lever straight across and wedge it in the groove.
this will bring the rads+hw on,if its a y plan system i think the rads will only stay on until the HW is upto temp, they will switch off after that.

Sounds like the valve is knakerd,if you changed the motor and its still playing up you need a replacement, the ***** sometimes fall off,or the microswitches blow
Also had a problem the other week where the heating wouldnt work on its own.turns out to be the roomstat that someone had taken off and wired it back up incorrectly!!

Sounds like the valve as scooby nutter said is in need of changing. If the heating is on when only the hot water is calling for(on) then the valve maybe letting-by(most likely), the room stat is faulty, programmer faulty or the valve is stuck in the manaul position(check lever is not in catch) so allowing water into the heating circuit.
