A friend of mine is doing a project on vehicle surveillance and needs to understand the use of the different technologies (GPS/GSM etc)... Can anyone direct me to places I could find more information?

Don't think it's a big secret that there are two main technologies. Some work by GPS - a transmitter allows you to locate the car by triangulating from a sattelite. Others work by a radio transmitter that a police car or other device can use to triangulate the location. Some work by a combination of both. Transmitters are hidden somewhere in the car, generally the owner doesn't know where - I know I have never found my device, although I've never really tried.

Also some rely on you telling the people the caris stolen before they start tracking, some automatically detect (the monitor/guardian types).

There's nothing in there you couldn't find browsing the web. What you won't find are frequencies, hiding places etc.
