Excess water, could be burst mains??

For the past couple of years, i have had excess water coming into y back garden, which makes it like a swampin winter. The council decided to dig a trench on a the Pathway that runs between the two Private estates () as it gets icy in winter, but this has mde things worse. I think its a house behind and along that has a burst water pipe in thier garden, but cant be sure which house it is.
How the question is, does anyone know who I can contact to do a test in the area for burst pipes and whos responsilbe for it!!

Hi mate
Your local water company should come out and do the investigation - they're always harping on about stopping leaks etc.
As far as responsibility goes, if the burst occurs within the curtilage of your house, it's down to you.

If the leak is coming from a neighbour then the water company may well charge for any sampling. The water company will only be interested in leaks on its own pipework (ie in the street or up to your outside stop **** on boundary).
It will do any repair but again will charge you.
Is there any possibility that it is sewage? If it has gone through ground for some distance then it can appear quite clean. In this case it is a matter for the local council to investigate under the Public Health Act.
If still no joy then drop me a line. There are chlorine test kits to show if the "water" is chlorinated, but be aware that sewage also has chlorine in it.
It is very possible that it is simply ground water due to the increased seasonal rainfall we have had in recent years.

The stopcock on my property started leaking after I turned it off, then on again. It's the one in the garden, not on the street, and not in the house. I contacted Anglian Water, expecting to pay, and they came out 3 days later, and replaced it with a new one for nowt.
