F1 tyres???

Question

This is probably a stupid question, but has puzzeled me for a while,
Why are F1 cars tyres not low profile? Is it something to do with the rules, surely they would grip better if they were??

And the fact that they still run 13" wheels, again a regulation????? WHY????? Indy Cars use 15" wheels.

its a rule to keep the cornering and brake eficiency low. You cant fit huge brakes under 13" rims, tyre eficiency is compromised on high profile tyres.

It's just the rules, nothing more.
