We just did this at work. You need a certificate from someone (forgotten who, but I'll check in work on Monday) then when you have your certificate and agree to abide by the rules (things like where ever the number is publicised, you must also state the call costs either verbally or in writing). Once you have the certificate, ask BT for a number (it's a £50 one-off fee) and nominate a landline for calls to be directed to.
You can choose 50p/min 75p/min £1/min or £1.50/min IIRC.
For example, from a 50p/min call, you recieve about 38p, I think.
If you're really lucky, you'll get a number similar to someone else's and earn loads from mis-dialled numbers. Our numer is one digit out from BT Openworld or BT Click tech support, but as we're an ISP as well it takes a while before we twig when we have a BT customer on the line instead of one of our own (and the customer never seems to notice that we answer our calls with our company name )
EDIT: you get paid quarterly in arrears, but only if you've earned over £500 in that time period. If you don't earn £500, you lose that quarter's call revenue.
