The position of the device and the ergonomics of use! The built in device is usually positioned such that you can still see the road with your peripheral vision and the software has been designed to facilitate easy scrolling when driving. Many vehicles will also have additional physical controls to help scrolling and details may also be on an instrument panel display. On a mobile, the device is often held in the lap while looking down with no peripheral view of the road and the small screen is harder to read, requiring more attention. The software interface has also not been designed with driving and reducing distraction in mind.

To be honest, I find both cases somewhat dangerous, but using a mobile directly is definitely worse!

Drivers can still use devices such as sat navs and mobile phones using satellite navigation, if they are secured in a cradle.
So just mount it?

Most devices have split screen (plausible deniability, prove I wasn't using the sat nav when I touched my screen) or the ability to set volume buttons to skip tracks, worst case buy a bluetooth button that mounts to the steering wheel. Problem solved

I have carplay/android auto.

Equally distracting to be honest. Whilst legal - if it impairs your driving you can still get done for without due care or dangerous driving.

Touchscreens have zero tactile functionality; Especially when they bury climate and lighting options into the same display where you have to take your eyes off the road to find the option to adjust the headlamp aim (2018 VW Touran with halogen lights if you need to ask).

Voice control is improving, still a bit hit and miss.
