Been a lot on the local news/radio about this today. Sounds like companies can put up farms cheaper, so the government subsidy is now cheaper.
So Dong Energy has been awarded a contract to build a second (and UK's largest) farm off the coast of Hornsea. I guess as things scale, the things become easier to build and maintain? I don't think Grimsby docks has been as busy since the hey day of fishing, they even have vessels going up to Hull for crew changes now.
But they are still subsidised
The above might all be complete rollox, but is my understanding of it.

We have Rampion just off this coast , and indeed its much busier in the harbour
