In Norfolk there is no theft
Letter published in today's Daily Telegraph
SIR – As advised by my solicitor, I contacted Norfolk constabulary to obtain a crime number after the gates disappeared from a field on which I have a tenancy.
They replied thus: “The person or persons unknown who have removed your gates may intend to return them, and therefore we do not consider it necessary to issue a crime number.”
It would appear that in Norfolk anyone can feel free to take whatever they like, secure in the knowledge that if their intention is to return it, no crime has been committed.

Its a mistake then, unless there is more to the story - if the writer is the tennant, then who is the actual owner and have they made a complaint of theft or loss? Is the owner of the gates different to the owner of the land? Is this part of a civil dispute? What tenancy agreement does he actually have?

A lot of this goes on but but everyone denies it & no one wants to talk about it.

Follow up letter in today's Telegraph
SIR – I had a similar experience to Mary Croft (Letters, September 6) just yesterday. Upon finding an abandoned mobility scooter I rang the police, only to be told that, as one had not been reported missing, I should ring the council to ask for its removal.
The council said they could not remove it as it was on private land. They told me to take it to the tip, saying that if we moved it to the pavement, we would be charged with fly-tipping.
I thought the authorities were there to serve the public, not threaten them.

My heart goes out to you for trying to do the right thing but in this day and age it's fruitless were the travellers have more authority than the pilocz what a joke I tell you RANT OFF...

I get what you are saying mate but I reckon the majority would not agree with the decisions being made, where is the democracy?
