Because they want us to see them at these places and comment on them; just like you did, or with some appreciation for it.
Then they want to feel that they can do what the hell they like, as long as they don't inflict any injury on you. They may cause a mental torture and/or psychological injury to the eyes of the beholders. But I don't think the law gives a damn to someone feeling injured at the look of a tattoo regardless of its hideousness and a very unconventional venue for it. We just have to put up with looking at them.
I don't think I'd like to freak people out with a fvvking huge spider tattooed on my face. I'm fully capable to freak people out without any tattoo on my face.

That's another thing that the law doesn't dictate. Under Human Rights, any fat, ugly, young or old can have a tattoo if they want; as long as the image is not something completely out of order. That's what I think, anyway.
As I said, their body is the 'venue' for their tattoo, that's because their canvass for their tattoo is their body. the exact location for their tattoo is the part of the same body.
I don't think an average tattoo lover and a bearer of it cares about how good their body should be, to have a tattoo. As long as you can pay attention to their tattoo and either get wound up or congratulate them, they're happy. Quite a few body conscious super fit people also get their tats done at exposed places of their body e.g. neck, head and face etc. because they want even more attention than what they get.
It's all about what you like and need, innit. Fvvk everyone else!
