He's not bribing them. It's a part of German law that he can make an offer.

Sounds to me like he know he's going to lose so he's made the offer so he's not found guilty and loses control of F1.

I wonder if the case being held in Germany has anything to do with the German law that states you can pay for your crime with cash?

Yep whilst the German banker he bribed is currently serving 8 years for his part. Ecclestone buying his freedom with £60m makes an utter joke of the judicial system.
