Looks like a motorcycle battery charger plug to me. Maplin does them, albeit at a price which is absolutely laughable
Their pictures aren't great, but here's a few links to parts which might be right. Best to try your local store if you have one.

Yep, it's a pretty standard bike battery charger cable. If you want to charge a mobile from it, bear in mind that:
- it'll have 12V on it, so you'll need a suitable step-down converter, and
- it'll be permanently connected to the battery, so anything you leave connected to it could potentially cause the battery to drain.
