I have played around with Photoshop a bit, not saying I have the time to do what you are after; but it would probably be easiest if you had a pic of the wheel by its self, best case with a plain background.
It would make the job a lot easier and you may get some takers if its a quicker job;
just something you might want to think about.

somebody should be able to play with that.... if you know a paint code or RAL number of the paint you can get the exact colour in Photoshop.
