If your thinking of keeping your original speedo and housing it into the facelift dash then it might just work as I have seen this on 2 other cars. Not as neat as the original speedo from the facelift but I suppose thats one way of doing it.
I fitted and re-wired a 98sti speedo to my dash. The 98 speedo has a copper ribbon circuit on the back like the older speedo's. So its a little easier to trace the wires etc. Plus there are a few wiring diagrams about (rs25.com)
The 99/00 speedo have a soldered circuit board on the back, so they are difficult to trace the wires. The wiring diagrams for these are rare or non existent
As regards to not changing the harness, I would think again. When it comes to the heater controls and the hazards switch they are totally different. Having looked into this when wiring mine, I purchased the later wiring loom and modified it to work with the old loom. Even the rear de-fogger switch works differently
Plus the dash bolts on in different places compared to the old dash. There is a little more to it for it to work. I did do a thread a while back in the project section so you can see whats involved.

The search function does not let me go that far back to find the thread. Unless you have time to manually check all the threads in the project section?
The later blower motor fan is different to the earlier type. Cannot remember excatly but 1 is 2 wire type and the other is 3 wire type. So there is your 1st problem. The heater matrix servo motors are the same shape but they use 1 or 2 different pin outs on the connectors (these control the flaps to operate temperature, vent position ie feet or de-mister and re-circulate)
I did compare both heater control pcb's and try to figure out how to splice the wiring but I gave up on that idea.
Instead i just sourced the later loom and seperated all the heating wires and just id the power and earth wires. Then done the same with the earlier loom and removed that section and adding the new loom to the fuse box etc. I did a dummy build first to see if it all worked, which it did.
I did not keep notes or anything on wiring, as I did not intend to do it again.
How much of the dash are you changing?

I think he wants to replace the dash not turn it into an electric fire! Surprised you didn't tell him to use scotch locks!
