MY 95 rev counter seems to be slow when the weather is colder belive it or not?

how do you mean the rev counter is slow? Does the car feel slow too? How does the fuel guage behave? bit more detail and someone maybe able to help ya

Right the rev counter does not indicate the correct engine speed ie i'm accelerating as normal but the rev counter falls behind untill about 5000rpm then it will catch up it only happens in cold weather did it last year in the winter and now its come back as the weather has got cold again,no probs over summer.The fuel gauge again does not read correct amount of fuel in tank ie put £15 reads ok then when driving it will fall off the scale then slowly rise sometimes to the corect level other times it just hovers around a quater.Is the gauge faulty if so how do i check it ?and does the rev counter have some kind of liquid that may be to thick when cold causing slow movement of needle???
