It's a photo sensor for the climate control.

It senses sunlight.

The car is a mobile greenhouse, therefore if its sunny your car heats up, whereas at night no sun gets cold quick.

In conjuction with other sensors, the climate system can determine how hard it needs to work, to get to the temp you desire.
Once there, determine how to keep it stable.

Put the system on auto, and play with the temp setting.
It should automatically adjust fan speed, a/c or no a/c, internal external air.
