yes as would a dodgy 02 sensor, but if your driving it up to circa 4k rpm in every gear it will drink like Gazza.
The way to get good economy is keep it under 2k /2.5 max when just pootling around town etc, doing the traffic light derby will suck the juice, I save the fuel for weekends and b road blasts.
With that power it should be quite good on fuel if driven steady, my 2.0 Wrx PPP so 265 ish, averages around 25 mpg at the minute and i'm in the sticks with almost no cops and no cameras so make reasonable progress most of the time, in the UK I average 28mpg around town and 33/34 on a run, but you do need to think about your driving style, i'm using the pulse and over run method to see if it gets any better, but I don't do many miles so can afford to give it some beans at £20/30 worth of fuel a week its not a problem.
The fuel gauges aren't necessarily representative of how much fuel is in the tank, you'll have to do a brim to empty to brim again to work out your true mpg over a tank full.
I get 200 to just above quarter of a tank if i'm driving medium hard for most of it, so you must be quite heavy footed if your struggling to get 200, I easily see 260 to a quarter most of the time.
