Default Scooby classic loss of power

Hi I have a 98 classic estate turbo, for some reason, the car has a lack of power, the car runs fine other than this lack of power, there is no smoke, rattles or anything unusual, it's just seems like the turbo is not spooling up, does anybody have an idea what may be wrong? The heads were skimmed after a head gasket went, so both heads were skimmed, valves set as per spec, new plugs fitted, complete service done, plus other bits and bobs, the car was running fine, then every now and then, it just wouldn't pull, now it's lacking power all the time. I've seen some things about a' boost solenoid' but would rather see if you guys have any clues first.

Check inter cooler hoses mate sounds as if one has popped off

Also check vac pipes aren't split & are fitted properly.
