A few mods? What exactly? If 'major' like a FMIC and/or different turbo - without a remap! - then that would invariably be the problem.
And if you're not sure, then from now on keep off boost, until as such time you find out.
I think the v.3 STi had either a VF22, 23 or 24 turbo as OEM fitment - can't remember.
Someone will let you know, etc...

My thoughts exactly.
My V3 STi had a VF23 as standard and would boost from about 3000 rpm.

Do you know what sized housings and wheels that turbo has? Plus its A/R?... We need to see if its a 'big' turbo that's likely to have inherently slow spool-up.
That said, full boost by 4,500rpm is pretty much as bad as it gets. As a comparison, the 'biggest' TD05H - the 20g - makes c.1.5bar at around 4,000-4.2000rpm, So defo something up (unless, as said, your hybrid has very large housings and/or wheels, etc.)
Getting a well respected specialist to check over your car/the hardware fitted, plus a dyno diagnostics session, will prob be a good call................
