its inside the small piece of pipe not the t piece if you squeeze the pipe you should be able feel it inside.

when you get it make sure you put it in the right way it only goes 1 way.

bought a replacement brass restrictor pill, T piece and pipe from import car parts. genuine subaru and not badly priced either.

Ive seen a good pic of it, one end is more pointed i guessed that is the leading edge to help you push it along the tube with a suitable tool, pen, screwdriver etc.
