Semi-closed deck next to a closed deck.

Then you can have pinned blocks.

You can get new liners for Impreza engines, guy on NASIOC has a rather nice setup just cant find the pics lol.

depends who you ask, its also mroe to do with boost levels rather than specific power, 450 is about the safe level, after that it a bit of luck, some get away with it, some dont.

people have run over 500 bhp on open decks

id say 450 wouldnt be over stressing it as plenty newage imprezas run these power figures , with an older classic engine though albeit the same id say more 350 -400 max as the engine may be tired

unfortunatly no i cant afford it at the moment, as im having to replace the turbo aswell due to excessive shaft play, and doing the clutch as well while its out as thats also about dead.

Thats seriously going to limit you then, as standard internals will be safe around 320ish from what I can gather, and then can be hit and miss, some do more some don`t.

As for NASIOC it was only for some nice tasty pics, every tuning advise you should take with a pinch of salt imho. As anyone can know something cos they were told or have heard, understanding the reasons why and their effects is a whole different ball game.
