fluctuating boost--sometimes??

fluctuating boost--sometimes??
Hi when accelerating hard the boost seems to fluctuate a lot, but not always?? any ideas please?

1999 ppp from factory no mods definitely fluctuating rather than surgeing

no boost guage, so no idea

i'm liking the sound of cleaning the bcs to start. maybe then a new set of plugs, any recomendations for spark plugs?
