Default Turbo problems

Looking for a bit of advise on a what may be a turbo problem but not convinced just yet.
Fitted an md321h onto a 03 wrx along with Gems ecu.
Took car for mapping but can only get 0.8 bar boost. Mapper thought turbo may have broken shaft or problem with actuator. He disconected the actuator pipe which if im right would give max boost ? but still only 0.8 bar. I removed the turbo and fired back on the standard one with standard ecu so car can be used. Had a look over the md turbo and all looks fine. I had a wee thought after that the standard turbo actuator pipe has a slight restrictor in it and this pipe wasnt fitted as the bigger turbo had a silicon one on it. Thought this might be the problem with low boost but as it never hit higher boost with actuator pipe disconected it cant have anything to do with that can it ?.
If its looking like turbo who is best place to send it too for a check over ?
Cheers

Just as an aside...... what else have you done to support the MD turbo as they can flow a shed load more air than the OEM TD04

Why GEMS? the OEM DENSO ECU is well capable.....

Hi Shaun car has aps filter and trunking, full decat, sti injectors, walbro ect.
The original ecu had ecutek on it and wanted rid due to taking an age to get someone to map it up here. Gems was easy to get hold of as know a few rally people and also pretty cheep. Oh and has anti lag and launch control on it. Car is track car and not used on rd atall.

Yes not having the restrictor pill in can cause boost control problems unless your using a 3 port boost soloniod

But with no pill in the pipe and disconecting it from actuator would it not boost to the turbos max ?

i believe the opposite. do a search in here you will find many have changed to silicone pipes not relising the pills in there and ended up with very little boost till they re-fit

Yep. the restrictor pill reduces the hose bore and increases air pressure.

Think of when you put your thumb over the end of a garden hose. Its the same volume of water, just at higher pressure.
