Default power steering pump

Hi all

I drove to work this afternoon and the car felt fine. Parked up and the car has been sat until I finished. Jumped in and turned it on and the steering was heavy as hell, got out the car park and picked up a bit more speed the steering seemed to go back to normal.

Pulled up at home, came to a stop turned the steering wheel again and its heavy so it seems to be very heavy at slow or stationary but then ok at normal driving speeds.

Is this my power steering pump giving up?
