They can be but why would you want to remove them?

The idea of the heatshields is to heep the heat in the exhaust for three reasons

1. To prevent damage to components around the exhaust
2. To help reduce underbonnet temperatures
3. To ensure the maximum amount of heat reaches the turbo (heat is energy, the turbo uses energy to compress the charge air)

What happened changed oil and filter so I could fit the defi sandwich plate an there is not enough room due to the heatshield

You could hacksaw away the bit that is obstructing you but it might be easier to drop the headers if it is the headers that are in the road. Alternatively, loosen the headers from the cylinder heads on both sides, split the headers to the uppipe or loosen and then undo the 5 locating nuts at the turbo end but this means you have to drop the downpipe off the back of the turbo.

Or, as an alternative, put the Defi senders where they are SUPPOSED to go

.....on top of the block.
You can fit a "T" at the oil pressure sensor under the alternator for the pressure guage and there is a bung to remove above number 3 cylinder for the oil temperature sender. You need an adaptor for the sender and job done.

Off hand I don't know the adaptor thread sizes. I would simply go to a local hose fitting supplier, similar to Pirtek. You could ask Roger Clarks or similar.
Remember the sender has to be in the oil flow in a gallery, as it is above #3 cylinder, so that the sender is measuring oil temperature and not that of your block etc
