My Type R has a few engine mods Like Air filter, blitz nur spec R, decat downpipe, should it really need a remap now and how could i tell if it has already had one?

With a decat you will need a re-map if your ECU can be mapped. I am sure more informed people will be along with more specific advise

Yes cat is normally in the downpipe, your going to need an aftermarket ecu for your car though as you cant map the MY97/98 ecu's

Failing that a rolling road will give you a rough guide to the bhp of your car. I had the same mods as you + fuel pump and had no running issues at all with my car, just reset the ecu when the parts were added, and the car ran great.

Look under your steering coloum, you will see a pair of black connectors, and a set of green connectors- join them together , then switch on your ignition( not start engine). You will hear the fan, and your boost solenoid clicking.push the accelerator to the floor, then release it to half throttle position for 2 seconds, then release.
Start engine and drive car normally ( don't rag it),after a while your check engine light should start to flash at 1 - 1.5 second intervals , ecu is now reset. If you get random flashes it normally means a fault code .
You could also leave the battery disconnected for a few hors to reset your ecu . It is a lot easier to type info your looking for in the search bar , which would save me typing this out on my I phone lol
