why my car boosting so high???

Get her checked out by a profesional
If she is not mapped to run that boost, she'll melt a piston!
1.8bar sounds to high on a standard turbo, mapped or not!
Drive her easy untill you get her checked out man

If you want specific help driftervin, you need to tell us what type and model year of car you have.
It may well be that the actuator (or the pipework feeding it) is broken, but if your have a standard ECU, the safety fuel cut should activate well below 1.8 bar.
It could be that your boost gauge is wrong, it could be that your car has an aftermarket ECU, or an aftermarket turbo, or a manual boost controller and a fuel cut defender. Ultimately we can't tell you what you've got, you need to work that out first, and from there we'll be able to help you work out whether it's "right" or not.
For the time being, driving off boost would be a safer way to use your car.

the car is a 97 sti. everything about the car is standard.. it does not fuel cut. i did think it was the gauge but wen it pulls 1.8 the clutch will slip. so i know its boosting some wat high.

Fuel cut on your car is 1.35 bar or thereabouts. So, if it isn't cutting only a few explanations can be possible:
The car has a fuel cut defender fitted (probably in concert with a boost controller/boost clamp/etc).
The MAP sensor is broken or there's damage to the pipework to it
The boost gauge is broken
You will almost certainly find the answer somewhere along those three axes
